MUARABULIAN – Realisasi Dana Alokasi Khusus (DAK) Fisik yang melekat pada Dinas Pendidikan dan kebudayaan kabupaten Batanghari di tahun anggaran 2020 masih 0 persen. Padahal, proses memorandum of understanding (MOU) ke sekolah sudah selesai dilaksanakan, dan seharusnya Juli 2020 sudah direalisasikan.
“ Sekarang ini Juli, seharusnya pencairan sudah berjalan, untuk persyaratan itu bisa dipenuhi,” ujar Plt Kabid Dikdas Disdikbud Batanghari Yusfahrizal, Selasa (14/07/2020) kemarin.
Ia menjelaskan, Disdikbud Batanghari sudah melakukan Proses MOU dengan pihak sekolah. Saat ini pihak sekolah menunggu pencairan dari pusat. Seharusnya, juli ini sudah dimulai dilaksanakan kegiatan pembanguan oleh pihak sekolah.
Yusfahrizal juga mengatakan, Selain MOU sekolah juga sudah melakukan persiapan pemantapan panitia pembangunan sekolah (P2S) yang terdiri dari Kepala Sekolah, Bendahara dan komite. “ Saat ini hanya menunggu pencairan ke Sekolah penerima mamfaat bantuan DAK Fisik 2020, selanjutnya akan dilaksanakan pembangunan oleh sekolah lansung,” ujarnya.
Yusfahrizal membeberkan, Ditahun 2020 ini DAK Fisik yang akan di salurkan sebsesar (±) 12.5 Milyar Lebih yang akan disalurkan untuk Pembangunan pada tingkat Sekolah Dasar (SD) dan Sekolah Menengah Pertama (SMP) di delepan kecamatan di kabupaten Batanghari.
“ Total penerima DAK Fisik tahun 2020 ada sebanyak 57 SD Negeri dengan total anggaran 6.171.500.000, dan 18 SMP Negeri dengan total anggaran 6.387.400.000, jadi total keseluruhan (±) sebesar 12.5 milyar DAK fisik,” papar Yusfahrizal.
Perkembangan dan Arah Kebijakan DAK Fisik Tahun Anggaran 2020 menargetkan output DAK fisik sektor layanan pendidikan meliputi, rehabilitasi dan pembangunan ruang kelas, rehabilitasi dan pembangunan perpustakaan sekolah, rehabilitasi dan pembangunan laboratorium dan ruang praktik siswa, rehabilitasi perpustakaan dan pembangunan sarana MCK serta pembangunan ruang UKS.
“ Untuk proses pelaksanaan dilakukan dengan tiga tahap pembanguan, sesuai dengan rencana pembangunan setiap tahapannya,” jelas Yusfahrizal.
Ditegaskan Yusfahrzial bahwa, Dalam pembangunan DAK Fisik 2020 yang dilaksanakan sekolah tidak boleh melibatkan pihak ketiga. Disdikbud sudah menekankan agar sekolah secara mandiri membangunnya. Jika ditemukan demikian, sekolah harus bertanggung jawab penuh, jika terjadi masalah di kemudian hari.
“ Kita beraharap, tentu kegiatan dapat berjalan dengan rencana dan tepat waktu. Pelaporan harus sesuai jadwal,” pungkasnya.
Subbag Keuangan dan Perencanaan Disdikbud Batanghari Ali Sahroni diwawancarai terpisah, mengatakan hinggan pertengahan Juli ini bleum ada pengajuan SPP SPM pencairan. Menurutnya dana untuk DAK Fisik tersebut sudah masuk ke kasda.
“ Lebih jelasnya lansung ke bidang dikarenakan proses teknisnya disana, coba tanya sama kasi sarana prasana Bidang Dikdas Yantoni,” cetus Ali.
Untuk Diketahui, DAK menurut Peraturan Presiden Nomor 141 Tahun 2018 tentang Petunjuk Teknis Dana Alokasi Khusus Fisik, merupakan dana yang dialokasikan dalam Anggaran Pendapatan dan Belanja Negara (APBN) kepada daerah tertentu dengan tujuan untuk membantu mendanai kegiatan khusus fisik yang merupakan urusan daerah dan sesuai dengan prioritas nasional. Penentuan besaran DAK berdasarkan usulan kebutuhan daerah yang selaras dengan prioritas nasional, untuk peningkatan dan pemerataan penyediaan infrastruktur pelayanan publik. DAK memiliki tiga lingkup rencana bidang, yaitu DAK regular, DAK afirmasi, dan DAK penugasan.
