KUALA TUNGKAL – Kabupaten Tanjung Jabung Barat menunjukkan ketangguhan fiskal di tengah dinamika ekonomi nasional. Dalam Rapat Paripurna DPRD, Kamis (20/08/2026), disepakati Rancangan Perubahan Anggaran Pendapatan dan Belanja Daerah (APBD) Tahun Anggaran 2026 yang membawa kabar gembira: Pendapatan Asli Daerah (PAD) melonjak signifikan sebesar Rp13,14 miliar. Kenaikan ini menjadi bahan bakar utama bagi pemerintah daerah untuk meningkatkan total belanja hingga mencapai Rp1,264 triliun, sebuah langkah strategis untuk menggenjot pelayanan publik dan infrastruktur.
Rapat yang dipimpin Wakil Ketua DPRD H. Muh. Syafril Simamora, S.H., dan dihadiri Bupati Drs. H. Anwar Sadat, M.Ag., Wabup Dr. H. Katamso, serta seluruh unsur Forkopimda ini menandai pergeseran prioritas anggaran yang lebih responsif terhadap kebutuhan riil masyarakat.
Kisah Sukses PAD: Dari Rp135 Miliar Menjadi Rp148 Miliar
Poin paling mencolok dalam revisi ini adalah kinerja pendapatan mandiri daerah. PAD yang semula dianggarkan Rp135 miliar, setelah evaluasi mid-year berhasil direvisi naik menjadi Rp148,14 miliar. Lonjakan sebesar Rp13,14 miliar ini membuktikan bahwa upaya intensifikasi pajak, retribusi, dan pengelolaan aset daerah mulai membuahkan hasil. Ini adalah sinyal positif bahwa Tanjab Barat tidak lagi sepenuhnya bergantung pada dana transfer pusat.
Meski demikian, realitas fiskal juga menuntut kehati-hatian. Pendapatan transfer dari pemerintah pusat mengalami penyesuaian turun sebesar Rp9,12 miliar menjadi Rp1,023 triliun. Untuk menjaga keseimbangan dan bahkan meningkatkan daya beli negara di daerah, Pemkab Tanjab Barat memanfaatkan Sisa Lebih Perhitungan Anggaran (SiLPA) Tahun 2025 sebesar Rp32,36 miliar sebagai sumber pembiayaan tambahan.
Belanja Naik Rp36 Miliar: Di Mana Uang Itu Pergi?
Dengan tambahan dana tersebut, total belanja daerah direvisi naik dari Rp1,227 triliun menjadi Rp1,264 triliun. Penambahan alokasi sebesar Rp36,39 miliar ini tidak dialokasikan secara serampangan, melainkan difokuskan pada empat pos krusial:
1. Belanja Modal: Mempercepat penyelesaian proyek infrastruktur fisik yang tertunda atau membutuhkan akselerasi.
2. Belanja Operasi: Meningkatkan kualitas layanan administrasi dan operasional perangkat daerah.
3. Belanja Tidak Terduga: Menyediakan "bantalan" finansial untuk antisipasi bencana atau keadaan darurat lainnya.
4. Belanja Transfer: Menyesuaikan penyaluran Dana Desa agar lebih tepat sasaran dan sesuai regulasi terbaru.
DPRD: Anggaran Harus Jawab Kebutuhan Rakyat, Bukan Sekadar Angka
Wakil Ketua DPRD, H. Muh. Syafril Simamora, menekankan bahwa revisi APBD bukan sekadar formalitas administratif, melainkan instrumen politik untuk kesejahteraan. “Pandangan umum fraksi-fraksi diharapkan menjadi bagian penting dalam memberikan masukan, koreksi, serta arah penyempurnaan... sehingga anggaran yang ditetapkan benar-benar mampu menjawab kebutuhan masyarakat,” tegasnya.
Pada Jumat (21/08), DPRD akan menggelar sidang lanjutan untuk mendengarkan pandangan fraksi. Ini adalah momen krusial di mana wakil rakyat akan memastikan setiap rupiah dari kenaikan PAD dan SiLPA tersebut benar-benar dirasakan dampaknya oleh warga, mulai dari perbaikan jalan, fasilitas kesehatan, hingga dukungan UMKM.
