KUALA TUNGKAL – Isu pemangkasan Tunjangan Kinerja Pegawai (TPP) dan pengurangan tenaga honorer P3K di Tanjung Jabung Barat akhirnya mendapat klarifikasi resmi. Ketua DPRD Tanjab Barat, Hamdani, S.E., secara tegas meluruskan polemik yang berkembang di masyarakat terkait pembahasan Rancangan APBD Tahun Anggaran 2027. Ia menegaskan bahwa sikap legislatif bukan untuk memotong hak pegawai, melainkan semata-mata memastikan anggaran daerah patuh pada Undang-Undang Nomor 1 Tahun 2022.
“Tidak ada niat kami untuk memotong atau memangkas TPP, maupun mengurangi P3K. Sekalipun polemik ini berkembang, kami tegaskan bahwa DPRD tetap berkomitmen mengikuti aturan selama tidak melanggar hukum,” ujar Hamdani dengan nada serius namun menenangkan.
Anomali Angka: Antara Aturan 30% vs Realita 41%
Pemicu ketegangan dalam pembahasan Banggar sebenarnya terletak pada ketidaksesuaian angka belanja pegawai. Menurut UU No. 1/2022, batas maksimal belanja pegawai adalah 30 persen dari total anggaran. Namun, dalam dokumen pembahasan ditemukan angka yang mencapai 41 persen, bahkan ada amanat lain yang menyebut 40 persen. Ironisnya, dalam ajuan pemerintah justru tercantum angka 26 persen.
“Di dalam undang-undang jelas disebutkan batasnya 30 persen. Namun yang kami lihat dalam pembahasan mencapai 41 persen... Sementara dalam ajuan pemerintah justru tercantum 26 persen. Ini yang kami minta penjelasan secara rinci,” tegas Hamdani.
Ketidakjelasan data inilah yang membuat DPRD bersikap kritis. Bukan karena ingin mempersulit eksekutif, tetapi demi melindungi seluruh anggota Badan Anggaran dari risiko hukum di kemudian hari jika terjadi pelanggaran regulasi. Sikap ini merupakan bentuk tanggung jawab moral dan legalitas terhadap pengelolaan uang rakyat.
Anggaran Tetap Sah: Rp1,2 Triliun untuk Pembangunan 2027
Di tengah upaya pelurusan aturan tersebut, Hamdani memastikan bahwa proses demokratisasi anggaran tidak terhenti. Secara resmi, DPRD telah mengetuk palu persetujuan bersama pemerintah daerah terhadap total belanja daerah senilai lebih dari Rp1,2 triliun untuk tahun anggaran 2027. Pengesahan ini membuktikan bahwa sinergi eksekutif-legislatif tetap berjalan produktif meski terdapat perbedaan teknis dalam pembahasan detail pos anggaran.
Polemik ini menjadi pengingat penting bagi publik dan birokrasi bahwa transparansi dan kepatuhan regulasi adalah fondasi utama tata kelola keuangan daerah yang sehat. Dengan klarifikasi ini, diharapkan kecemasan para ASN dan tenaga honorer dapat mereda, sekaligus membuka ruang dialog yang lebih konstruktif antara DPRD dan Pemkab Tanjab Barat dalam mewujudkan APBD 2027 yang akuntabel, berkeadilan, dan benar-benar berpihak pada kesejahteraan aparatur serta masyarakat.
