KUALA TUNGKAL – Di tengah isu efisiensi anggaran yang sering kali disalahartikan sebagai pengurangan pelayanan, Wakil Ketua I DPRD Kabupaten Tanjung Jabung Barat, H. Muh. Sjafril Simamora, S.H., memberikan definisi baru tentang tugas wakil rakyat. Dalam Masa Reses II Tahun Sidang 2025–2026 yang berlangsung dari 3 hingga 8 Februari 2026 di RT 09 Jalan Sejahtera II, Kelurahan Sriwijaya, Sjafril hadir tanpa membawa janji proyek fisik maupun amplop hibah. Yang ia bawa hanyalah telinga untuk mendengar dan hati untuk memahami.
Reses yang menyasar Daerah Pemilihan (Dapil) I—meliputi Kecamatan Tungkal Ilir, Bram Itam, dan Seberang Kota—ini memang berbeda dari tahun-tahun sebelumnya. Kebijakan pengetatan anggaran membuat agenda reses menjadi lebih sederhana. Namun, kesederhanaan format tidak mengurangi kedalaman substansi. Warga justru antusias menghadiri pertemuan karena merasa dihargai sebagai mitra dialog, bukan sekadar penerima bantuan sesaat.
"Anggaran Terbatas Bukan Alasan Bisu"
Sjafril menegaskan bahwa keterbatasan dana daerah tidak boleh menjadi alasan bagi legislatif untuk menjauh dari konstituennya. Baginya, esensi reses bukanlah pembagian uang, melainkan penyerapan suara.
“Meski anggaran terbatas dan kegiatan tidak melibatkan pembangunan maupun hibah, reses tetap menjadi wadah penting bagi kami untuk mendengar langsung kebutuhan masyarakat. Semua aspirasi yang disampaikan akan kami catat, pelajari, dan perjuangkan sesuai kewenangan yang ada,” ujarnya dengan tegas.
Pernyataan ini mematahkan stigma lama bahwa wakil rakyat hanya populer saat membagikan sembako atau meresmikan jalan. Sjafril menunjukkan bahwa nilai tertinggi seorang legislator adalah kemampuannya menerjemahkan keluhan warga di gang sempit menjadi kebijakan strategis di ruang paripurna.
Dari Gang Sempit ke Ruang Paripurna: Aspirasi Jadi Bahan Kebijakan
Selama enam hari berturut-turut, warga Dapil I tumpah ruah menyampaikan uneg-uneg mereka. Mulai dari lambatnya pelayanan administrasi kependudukan, kebutuhan drainase lingkungan yang mendesak, hingga harapan akan peningkatan ekonomi UMKM. Sjafril mencatat setiap poin dengan teliti.
“Komunikasi langsung sangat diperlukan agar DPRD dapat memahami kondisi riil di lapangan. Kebijakan yang dihasilkan tidak boleh hanya berdasarkan data administratif di atas kertas, tetapi harus berbasis kebutuhan nyata warga,” jelasnya.
Masukan-masukan ini akan menjadi "bahan bakar" utama dalam pembahasan RAPBD dan evaluasi kinerja pemerintah daerah ke depannya. Dengan demikian, setiap rupiah yang dibelanjakan negara benar-benar tepat sasaran karena lahir dari jeritan hati rakyat, bukan asumsi birokrat.
Apresiasi Warga: Kehadiran Lebih Berharga daripada Hadiah
Suasana dialogis dan penuh keakraban mewarnai seluruh rangkaian reses. Warga setempat menyampaikan apresiasi tinggi. Bagi mereka, kehadiran Sjafril yang siap duduk bersila mendengarkan keluh kesah selama berjam-jam adalah bukti nyata bahwa mereka tidak dilupakan.
“Kami senang Pak Sjafril datang. Tidak perlu bagi-bagi uang, yang penting beliau tahu masalah kami dan mau memperjuangkannya di DPRD. Itu sudah cukup bagi kami,” ujar salah satu warga RT 09.
Melalui langkah ini, Sjafril Simamora mengajarkan pelajaran berharga: demokrasi tidak dibeli dengan uang, tetapi dibangun dengan komunikasi. Di Tanjung Jabung Barat, reses bukan lagi tentang pesta pora anggaran, melainkan tentang pemulihan kepercayaan publik melalui?? (mendengarkan) yang tulus.
