Batangharinews.com, JAKARTA – Komisi I DPRD Provinsi Jambi melakukan konsultasi resmi ke Arsip Nasional Republik Indonesia (ANRI) pada tanggal 11 februari 2026, dengan agenda strategis penguatan sistem kearsipan daerah, pencegahan sengketa batas wilayah, serta perlindungan arsip sebagai memori kolektif bangsa.
Rombongan dipimpin Ketua Komisi I DPRD Provinsi Jambi Hapis Hasbiallah dan dihadiri anggota Komisi I, antara lain Izhar Majid, M. Chandra Muzaffar Alghiffari, Zulkifli Linus, Bima audia Pratama, Pinto Jayanegara, Raden Fauzi. Ibnu Sina, Abun yani, Rucita Arfianisa beserta tenaga ahli dan pendamping.
turut hadir juga Kabid arsip dinas perpustakaan dan Arsip provinsi Jambi, serta kepala dinas perpustakaan dan arsip kabupaten Muaro Jambi. Rombongan diterima langsung oleh Direktur Kearsipan Wilayah II ANRI, Wawan, S.IP., M.AP, bersama jajaran.
Pertemuan berlangsung dalam suasana dialog terbuka membahas tantangan kearsipan daerah di era tata kelola modern.
Pulau Berhala Jadi Pelajaran Penting
Salah satu isu yang mengemuka adalah pengalaman sengketa Pulau Berhala yang sebelumnya menjadi perdebatan administratif antarwilayah. Dalam diskusi tersebut, dibahas bagaimana dokumentasi dan arsip kewilayahan memiliki peran krusial dalam proses pengambilan keputusan nasional.
Anggota Komisi I DPRD Provinsi Jambi Pinto Jayanegara menyampaikan bahwa kasus tersebut menjadi pelajaran penting bagi daerah agar memperkuat konsolidasi arsip sejarah dan administrasi wilayah.
“Negara bekerja berdasarkan dokumen resmi. Jika arsip kewilayahan tidak terkonsolidasi dengan baik, maka daerah akan lemah dalam argumentasi administratif,” ujarnya dalam forum tersebut.
Pihak ANRI menjelaskan bahwa arsip kolonial dan pascakemerdekaan terkait wilayah sering kali tersebar dalam berbagai koleksi hasanah, sehingga memerlukan penelusuran lintas sumber. Jambi sendiri diketahui telah memiliki naskah sumber berjudul Citra Jambi dalam Arsip yang diterbitkan tahun 2006 dan dapat menjadi pijakan awal penelusuran lebih lanjut.
Arsip Sebagai Fondasi Peradaban
Dalam pertemuan itu, Komisi I juga menekankan bahwa arsip bukan sekadar catatan administratif, melainkan bagian dari fondasi peradaban bangsa.
Ketua Komisi I Hapis Hasbiallah menyampaikan bahwa banyak konflik batas wilayah di tingkat desa hingga provinsi bermula dari lemahnya dokumentasi dan data historis yang terverifikasi.
Menurutnya, penguatan arsip tidak hanya relevan untuk sejarah, tetapi juga sebagai instrumen pencegahan konflik dan penguatan tata kelola pemerintahan.
ANRI dalam penjelasannya memaparkan bahwa kearsipan merupakan urusan wajib pemerintahan daerah dan memerlukan sinergi pusat dan daerah.
Kebutuhan Depo dan Digitalisasi
Komisi I DPRD Provinsi Jambi juga menyoroti keterbatasan fasilitas penyimpanan arsip di daerah. Beberapa dinas kearsipan kabupaten/kota masih belum memiliki depo atau ruang penyimpanan yang memenuhi standar.
Pinto Jayanegara menyampaikan bahwa tanpa dukungan infrastruktur penyimpanan yang layak, arsip strategis daerah berisiko rusak atau hilang.
“Penguatan arsip harus dimulai dari fasilitas dasar. Tanpa depo yang standar, arsip penting bisa rusak sebelum sempat dimanfaatkan,” ujarnya.
Selain itu, dibahas pula strategi digitalisasi arsip masyarakat, termasuk piagam lama, manuskrip, dan naskah kuno yang berada di tangan keluarga atau komunitas.
Konsultasi ini menjadi langkah awal bagi Provinsi Jambi untuk memperkuat tata kelola kearsipan sebagai bagian dari pembangunan jangka panjang dan perlindungan kepentingan daerah.
