Pada paripurna yang berlangsung di Ruang Sidang Utama Gedung DPRD Merangin tesebut bupati mengatakan, Ranperda yang disusun berdasarkan Peraturan Pemerintah nomor 12 tahun 2019 tentang pengelolaan keuangan daerah dan Permendagri nomor 77 tahun 2020 tentang pedoman teknis pengelolaan keuangan daerah.
RPD itu merupakan muara dari seluruh siklus pengelolaan keuangan dan aset daerah, yang dimulai dari tahap perencanaan, penganggaran, penatausahaan, proses akuntansi, penyusunan laporan keuangan SKPD, hingga konsolidasi menjadi laporan keuangan Pemerintah Daerah, untuk kemudian diaudit oleh tim pemeriksa BPK-RI Perwakilan Provinsi Jambi.
‘’Laporan hasil pemeriksaan BPK-RI atas IKPD Kabupaten Merangin tahun anggaran 2024 telah kita terima. Alhamdulillah, Pemkab Merangin kembali meraih opini wajar tanpa pengecualian, untuk yang ke-sembilan kalinya,’’ujar Bupati.
Opini itu lanjut bupati, merupakan pernyataan profesional tingkat tertinggi dari BPK-RI dalam melakukan penilaian atas kewajaran informasi keuangan yang disajikan dalam IKPD. Penilaian itu didasarkan atas empat kriteria.
Keempat kriteria itu, pertama kesesuaian dengan standar akuntansi Pemerintahan, kedua kecukupan pengungkapan, ketiga kepatuhan terhadap peraturan perundang-undangan dan keempat efektivitas sistem pengendalian intern sebagaimana diatur dalam Undang-Undang nomor 15 tahun 2004, tentang pemeriksaan pengelolaan dan tanggung jawab keuangan negara.
Pada kesempatan itu, bupati secara umum menyampaikan pokok-pokok pertanggungjawaban keuangan dan asset daerah Kabupaten Merangin tahun anggaran 2024, secara ringkas.
Pokok-pokok pertanggungjawaban keuangan dan asset daerah tersebut, mulai dari Laporan pelaksanaan anggaran meliputi, realisasi pendapatan daerah 2024 sebesar Rp1,46 triliun atau sebesar 97,69% dari target pendapatan sebesar Rp1,49 triliun.
Realisasi belanja tahun anggaran 2024 sebesar Rp1,45 triliun atau sebesar 92,60% dari alokasi anggaran sebesar Rp1,57 triliun. Selisih antara realisasi pendapatan dengan realisasi belanja tahun anggaran 2024, menghasilkan surplus anggaran sebesar Rp 4,50 miliar.
Target pembiayaan netto yang bersumber dari selisih antara penerimaan pembiayaan dengan pengeluaran pembiayaan, yang ditetapkan melalui perubahan APBD tahun anggaran 2024 adalah sebesar Rp77,19 miliar.
Hingga tahun anggaran 2024 berakhir, target tersebut terealisasi seluruhnya sebesar 100,00%. Sisa lebih pembiayaan anggaran sampai dengan akhir tahun anggaran 2024 terdapat sisa lebih pembiayaan anggaran (Silpa) sebesar Rp81,69 miliar.
