Hal ini dikatakan H Hurmin dalam Rapat Forum Gabungan Penyusunan RKPD Tahun 2027 di aula kantor Bappeda, Senin, (23/2/2026).

"Dengan kondisi fiskal yang tak menentu saat ini, diperlukan inovasi dari setiap kepala OPD agar dapat menunjang PAD," kata Hurmin. 

Selain itu, Hurmin juga menyinggung adanya fenomena beberapa Kepala OPD yang meminta menjadi Asisten atau Staf Ahli dengan alasan anggaran OPD yang kecil dan kondisi fiskal daerah yang ketat. 

“Jabatan Kepala OPD bukan tempat mencari kenyamanan. Jabatan adalah amanah rakyat,” cetus Hurmin. 

Menurutnya, saat anggaran terbatas, mental kepemimpinan diuji. Justru dalam keterbatasan dibutuhkan keberanian, kreativitas, dan tanggung jawab penuh. 

“Tidak pantas jika ketika anggaran kecil memilih mundur, tetapi ketika anggaran sudah baik ingin kembali memimpin. Itu bukan sikap ksatria, bukan pula cerminan pengabdian,” ungkapnya

“Masyarakat tidak memilih kita untuk mencari posisi yang aman. Masyarakat menunggu kerja, menunggu keberpihakan, menunggu solusi. Kalau merasa tidak mampu memikul amanah ini dengan sungguh-sungguh, silakan mundur dengan hormat.Tetapi jangan jabatan mau, kerja setengah-setengah,”tambahnya lagi 

Ia menyebutkan, bahwa tahun 2027 masih dalam bayang-bayang kondisi fiskal yang tidak mudah. Oleh karena itu, yang dibutuhkan adalah pemimpin OPD yang bekerja dengan tulus, bukan hanya semangat ketika anggaran besar. Forum RKPD ini bukan sekedar agenda rutin.

"Ini adalah penegasan sikap, Pemerintah Kabupaten Sarolangun hanya membutuhkan pejabat yang siap bekerja total, setia pada tanggung jawab, dan berpihak pada kepentingan masyarakat. Jabatan bisa datang dan pergi. Tapi integritas dan pengabdian akan selalu diingat oleh rakyat," tandasnya.
