Forum ini mengusung tema "Meningkatkan Infrastruktur Pemberdayaan Masyarakat dan Penguatan Ekonomi Berbasis Potensi Daerah dan Kearifan Lokal."
Kepala Dinas PUPR Merangin, Risdiansyah, dalam laporannya menyampaikan bahwa forum ini merupakan amanat Permendagri Nomor 86 Tahun 2017. 
Tujuannya adalah untuk menyelaraskan usulan masyarakat hasil Musrenbang di 24 kecamatan dengan program kerja teknis di Organisasi Perangkat Daerah (OPD).
"Ini adalah wadah penyaringan aspirasi untuk menyempurnakan rancangan kebijakan Renja Bidang Infrastruktur. Kami mempertajam indikator kinerja serta menyesuaikan pendanaan berdasarkan pagu indikatif yang ada," ujar Risdiansyah.
Ia juga menambahkan bahwa dalam forum ini dilakukan penandatanganan berita acara kesepakatan antara perwakilan kecamatan dan OPD. 
"Baru delapan kecamatan yang menyerahkan laporan lengkap. Kami minta sisanya diselesaikan hari ini agar bisa dibawa ke forum lintas kabupaten," tegasnya.
Dalam sambutannya, Wakil Bupati A. Khafidh menyoroti tantangan pembiayaan pembangunan yang saat ini sedang mengalami keterbatasan. 
Ia meminta seluruh OPD, khususnya bidang infrastruktur dan sumber daya air, untuk belajar dari evaluasi tahun 2025 agar kinerja lebih maksimal.
"Saya minta pekerjaan tidak menumpuk di akhir tahun. Jangan sampai ada lagi keterlambatan administrasi atau pengajuan CCO penambahan waktu yang tidak perlu. Perencanaan harus disusun matang sejak awal," tegasnya.
Lebih lanjut, Wabup mengingatkan pentingnya pendekatan bottom-up di mana usulan dari tingkat desa dan kecamatan harus dikawal dengan baik. 
Beliau juga mengingatkan para Camat terkait aturan baru penggunaan Dana Desa (DD) berdasarkan regulasi tahun 2025.
"Camat selaku pembina desa harus turun ke lapangan. Pahami aturan bahwa operasional kantor desa kini tidak bisa lagi menggunakan Dana Desa, melainkan harus dari PADes. Ini penting agar tidak terjadi kekeliruan persepsi di masyarakat," imbuhnya.
Wabup A. Khafidh juga mendorong OPD untuk tidak hanya berpangku tangan menunggu APBD Kabupaten. Ia meminta para kepala dinas proaktif menjemput bola ke pemerintah pusat.
"Kejar peluang alokasi dana melalui aplikasi maupun forum perencanaan pusat. Kita harus inovatif dan disiplin dalam pengajuan usulan," tuturnya.
Acara ini dihadiri oleh jajaran kepala OPD Merangin, mulai dari Inspektur, Kepala Bappeda, hingga seluruh Camat.
