Massa yang berkonsentrasi dihalaman Kantor Bupati Merangin mendesak agar pemerintah dan DPR RI segera menerbitkan Peraturan Pemerintah  (PP) tentang Penataan Daerah dan PP Desain Besar Penataan Daerah.
Aksi yang memperjuangkan Pemekaran Tabir Raya ini merupakan aksi serentak yang dilakukan oleh daerah calon pemekaran baru di seluruh Indonesia.
Dalam orasinya, Bupati M. Syukur menuturkan bahwa Pemerintah Daerah Kabupaten Merangin tidak pernah menghambat pemekaran Tabir Raya. Bahkan, dokumen apapun yang dibutuhkan oleh panitia pemekaran Tabir Raya selalu dipenuhi.

"Perjuangan Pemekaran Tabir Raya sudah berlangsung sejak dulu. Bahkan, waktu Saya di DPD RI, Saya pernah menerima kunjungan Panitia Pemekaran Tabir Raya. Saya juga pernah menghadirkan Komite I DPD RI yang membahas soal pemekaran ke Tabir Raya untuk memuluskan pemekaran ini," ujar Bupati M. Syukur.
Pada prinsipnya, lanjut Bupati, urusan Pemekaran Tabir Raya ditingkat Kabupaten Merangin sudah selesai. Hanya saja, Moratorium Pemekaran yang belum dicabut.
"Sepanjang moratorium itu dicabut, apapun dokumen administratif yang dibutuhkan oleh Panitia Pemekaran Tabir Raya akan kita penuhi. Secara administratif, dokumen pemekaran itu sudah selesai di Merangin. Tinggal pemerintah pusat apakah akan mencabut moratorium atau tidak," sebutnya.
Kata Bupati M. Syukur,  usulan pemekaran tidak hanya berasal dari Tabir Raya, tapi juga berasal dari banyak daerah lain di seluruh Indonesia.
Tentunya, pemerintah pusat akan mengkaji secara anggaran, hukum, politik dan aspek lainnya. 
"Jadi kita tunggu saja kebijakan pemerintah pusat. Kita berpikir positif saja. Yang jelas, sekarang kita sampaikan aspirasi dan administrasi kita kepada pemerintah pusat. Kita tunggu saja (pencabutan moratorium, red)," pungkasnya.
