JAMBI - Kepala Departemen Formalitas dan Komunikasi SKK Migas Sumatera Bagian Selatan (Sumbagsel), Syaefi Syafri, menjelaskan aturan terbaru terkait pengelolaan sumur rakyat yang diatur dalam Peraturan Menteri Energi dan Sumber Daya Mineral (Permen ESDM) Nomor 14 Tahun 2025.
Aturan ini resmi diterbitkan pada Juni 2025 dan bertujuan untuk mengoptimalkan produksi minyak nasional sesuai arahan Presiden dalam program penguatan sektor hulu migas.
Syaefi mengatakan bahwa inti dari regulasi ini adalah membuka peluang legalisasi bagi sumur rakyat yang selama ini berada di luar kerangka hukum. Namun, ia menegaskan bahwa pengelolaannya tetap harus melalui proses resmi dan memenuhi sejumlah ketentuan yang telah ditetapkan pemerintah.
“Poin kuncinya, sumur rakyat boleh dikelola, tapi ada mekanisme dan aturan yang wajib dijalankan. Yang paling penting, setelah terbitnya Permen ini, tidak boleh ada pengeboran baru,” ujar Syaefi, Senin (25/8/2025)
Ia menjelaskan bahwa pengelolaan sumur rakyat nantinya harus dilakukan melalui lembaga resmi seperti koperasi, UMKM, BUMD, atau KUD yang ditunjuk oleh pemerintah daerah. Prosesnya dimulai dari rekomendasi kepala daerah, kemudian disetujui oleh gubernur, sebelum akhirnya bekerjasama dengan perusahaan migas yang telah ditetapkan.
Menurut data sementara yang disampaikan Gubernur Jambi kepada Menteri ESDM, terdapat sekitar 8.300 sumur rakyat yang terdata di wilayah Sumatera, dengan 2.200 sumur di antaranya berada di beberapa kabupaten di Provinsi Jambi.
“Saya belum tahu persis titik lokasinya, tapi datanya sudah tercatat atas nama provinsi,” tambahnya.
Syaefi juga menegaskan bahwa pendataan dan verifikasi sumur rakyat masih terus berjalan. Pemerintah daerah bersama Kementerian ESDM akan melakukan verifikasi lapangan guna memastikan jumlah dan kondisi aktual sumur-sumur tersebut. Setelah itu, pola kerja sama dengan BUMD, koperasi, atau BUMN akan ditentukan.
“Turunan aturan dari Permen ini sedang disiapkan. Intinya, tidak boleh ada sumur baru setelah aturan ini berlaku. Tapi sumur yang sudah ada bisa dilegalkan dengan mengikuti prosedur resmi,” tegasnya.
Kebijakan ini diharapkan dapat memberikan manfaat ekonomi bagi masyarakat sekitar, sekaligus menjaga ketertiban dalam pengelolaan migas sesuai regulasi yang berlaku.
