Hurmin juga menjelaskan sebagai perangkat daerah tentu merupakan pelaksana terhadap seluruh program prioritas untuk lima tahun kedepan, maka iapun menegaskan agar seluruh OPD untuk menyelaraskan dokumen Renstra OPD masing-masing untuk mencapai visi misi  pembangunan Kabupaten Sarolangun menuju Sarolangun MAJU 2025-2029.

"Dalam penyusunan anggaran kita harus hati-hati, kita berpikir dengan anggaran bisa berdampak terhadap masyarakat. Kita merubah pola yang ada, kita lebih mementingkan kepentingan masyarakat dari pada kepentingan pribadi. Mari sama-sama kita berpikir untuk masyarakat Sarolangun," ujarnya.

Salah satu fokusnya, berupa program jalan lancar. Dimana program unggulan ini tentu harus bisa dilakukan seperti untuk pembangunan jalan di Desa Simpang Narso, Kecamatan Batang Asai, yang belum bisa masuk kendaraan roda empat. Di Kecamatan Pauh bagian timur, ada lima desa yang ketika hujan tidak bisa lewat sama sekali.

"Masyarakat tidak bisa keluar bawa hasil pertanian atau perkebunan, ini yang harus kita pikir bersama. TKD, yang belum terangkat PPPK itu kajiannya seperti apa. Kami minta satu bahasa bagiamana Sarolangun bisa lebih baik. Saya yakin dan percaya, kalau kita masih berpikir positif, Sarolangun maju bisa kita lakukan," tandasnya.
