‘’Tepat di tanggal 20 Mei 2025, kita tidak sekadar memperingati sebuah tanggal dalam kalender nasional. Kita sedang membuka kembali halaman penting dari sejarah perjuangan bangsa,’’ujar Bupati.
Halaman yang ditulis itu lanjut H M Syukur, bukan dengan tinta biasa, tetapi dengan kebangkitan kesadaran, semangat persatuan dan keberanian menolak untuk terus terjajah.
Pada 117 tahun yang lalu jelas bupati, di tengah keterbatasan dan tekanan kolonialisme, lahirlah sebuah kesadaran baru yang menyalakan api perubahan. Melalui pendirian Budi Utomo.
‘’Bangsa ini mulai membangun keyakinan, bahwa nasib tidak boleh selamanya digantungkan kepada kekuatan asing. Bahwa kemajuan bangsa hanya mungkin dicapai bila kita bangkit berdiri di atas kekuatan kita sendiri,’’terang Bupati.
Kebangkitan itu lanjut bupati, bukanlah sebuah peristiwa yang selesai dalam satu masa. Kebangkitan adalah ikhtiar yang terus hidup. Ia menuntut kita untuk tidak terjebak dalam romantisme masa lalu.
 Tapi menuntut keberanian untuk menjawab tantangan zaman ini, zaman yang menghadirkan ujian jauh lebih kompleks, disrupsi teknologi, ketegangan geopolitik, krisis pangan global dan ancaman terhadap kedaulatan digital.
